Soetkin Stien Reini Jehaes was born the eldest daughter of Colette Koninckx and Stefan Jehaes and grew up in Alken. She is married to Wim Jooken.

Jehaes completed her secondary education at Kindsheid Jesu in Hasselt. She obtained a master's degree in art history from KU Leuven in 2016 and a master after master's degree in international and European law from VUB in 2018. From 2019, she started working as a parliamentary assistant in the Flemish Parliament with then Flemish MEP Laurence Libert. She then worked as a legal assistant at a bailiff's office until October 2019, when she was assigned to the cabinet of Flemish Minister of Mobility and Public Works, Lydia Peeters. She serves as ministerial adviser on European and international policy.

Jehaes has been active with the liberal party Open Flemish Liberals and Democrats, and its subsidiary organizations Young VLD, Open Vld Women and Liberal Women at the local, provincial and national levels since 2012. In 2015, she was elected president of Jong VLD Limburg and remained so until the end of 2019. This earned her the good reputation based on the many new local chapters she founded and the internal reforms she managed to implement for a stronger youth work. This led to her being asked to extend her provincial model and understanding of how local chapters work to the rest of Flanders. At the moment [When?], therefore, she fulfills the role of team leader network and vice president for the national umbrella organization of Young VLD, where she is in charge of coordinating and directing provincial and local presidents and departments.

She first participated in the 2018 municipal elections. In January 2019, she took the oath as a mandatary in the Special Committee for Social Services in the municipality of Alken. Since her participation in the Flemish elections in 2019 and the government formation they resulted in, she is the first successor to the Flemish Parliament for Open Vld in Limburg.
